The Thar Incident - 7

Continued from Part 6.

The committee met again. This time the PPS chaired it. His opening remarks had been brief and others had followed with their reports. Now he was summarizing the first round of discussions...

"So we are all in agreement ? - there are two things - firstly all contact with whoever owns this craft is to be kept to highly controlled - subject to a carefully controlled psychological strategy. and secondly a plan needs to be drafted to control the outflow of information from the original event."

He looked around as the heads nodded in assent.

The NSA spoke up quite suddenly,

"unfortunately... there is one more thing... an American has shown up on our doorstep... he claims he knows about the event and he is asking to speak to the PM."

The CabSec cut in... "And he is not a lunatic?"

The NSA replied "No he does not appear to be"..

The PSA asked "What do we know about this man?"

The NSA replied "Very little - we do not know anything about how he came to know of the event..."

The C-NSCS looked carefully and replied ... "Perhaps the Pakistanis at Fort Abbas relayed their radar intercept data?..."

The NSA replied "Possibly..."

The CabSec replied ..." This could be an American provocation...."

The NSA replied "Possibly..."

The PSA continued "It would be difficult to imagine that the provocation is too large - our analysis of the craft suggests a level of technology development.... far in advance of anything we know of"

The C-NSCS quietly suggested... "He could be a representative of the American National Security State.."

The CabSec frowned... "The what???"

The PPS now eyed the CNSCS and simply said.. "Explain that.."

The C-NSCS looked at the NSA somewhat unsure and then began to speak..

"The American state is composed of three visible parts - the legislature, the judiciary and the executive.. the large bureaucracies associated with these parts - obscure from view three other parts of the state... the media/information control group, the political action unit, and finally the spider at the heart of it all - the National Security State."

"These three groups - the media information control group, the political action unit and the national security state represent the core of the goverment. These groups coordinate and control all aspects of the functioning of the the American government and the US based economies."

"Traditionally these groups have been dominated by certain family groups and by key personalities. Their control over the American state is uncontested and they have extensive command over global resources. "

The CabSec cut in.. "How do we know he is one of them..."

The NSA now joined the conversation .. "There is no way to be sure. Only time will tell.. if indeed he is the envoy of these people, a subtle correlation will appear between the way we treat him and the way the American state behaves towards us... it will take time to establish his bonafides - though at the present time any number of people will be willing to vouch for his credentials."

"so what do we do now".. said the PSA somewhat perturbed by these comments...

There was a dead silence as eyes drifted to the PPS. He started at the table in front of him... after that he spoke...

"Even if the American is someone very important - he cannot possibly have answers to the questions we are confronting. It may be worthwhile to hear what he has to say - if nothing else than just to reassure him - but the quest for answers is ours alone - in that sense the American is a sideshow. There is little point in telling him anything unless we know who we are talking to."

The NSA interjected, "He keeps talking about some treaty of 1954.."

The PPS replied.. "There is no way to assume that it is not part of a grand provocation scheme....comfort and reassure him while giving him as little as possible. We have quite a bit more on our hands."

The NSA replied.. "He won't be happy with that..." Looking at the others the NSA was about to say something but decided against it.. and simply nodded.

The CabSec now mused out loud, "If this thing is not from around here and the American has some knowledge of it that we don't... then there is a chance this sort of event has happened before.."

The PSA replied.. "The event must be rare - otherwise it would have been more documented - also the earth is a speck in the emptyness of outer space - the chances that anything collides with us are very slim. If that weren't true large meteor hits would be common. The fact that it didn't burn up in the atmosphere suggests that it had a fairly controlled flight in that region and something happened only as it neared the earth's surface..."

The PPS now interjected... "Too many questions and too few answers... and I have to meet the PM.."

With that the meeting ended.
